4 Tablespoons Butter (unsalted), Divided
2 Cups Milk
1 Teaspoon Black Pepper
3 Tablespoons Flour
In small saucepan add butter, milk and black pepper
Slowly, add flour whisking constantly until well blended
Bring to slow boil, stirring constantly until thick
